They're kinda dipshits but they're not shady. Far as I got figured out the portal used to be alive, they used it to make more, got fucked up by other realities and came back home with their tails between their legs. All the other portals are gone but they can't turn off this one and can't destroy it, best they've got is trying to point it in the right direction. They managed it for Rin, all we gotta do is wait.
